As I mentioned to Nat, I'm hesitant to skip past the explanation and rules largely because newcomers are likely to miss them completely, and invalid entries are kind of frustrating. I'm likely going to be creating new competitions in the future as well (one for EoA at least, possibly others too though), and with the next site upgrade I'm planning on having a more centralized competition overlook page with links to each competition from there. I'll also be redesigning the interface for the contests a bit, so it'll be more intuitive for entering and voting and the like. Also, you'll be able to view the competition without also being able to bypass rules for entering and voting (and repeat entrants will be able to skip the rules provided their entry doesn't violate them).
Anyway, long story short, the GKI will be improved upon and re-designed a bit with the next upgrade, but for the moment I'd rather leave it as-is to minimize issues with entries and reduce the amount of additional code I'd need to write now and then re-write again later. I've got a couple of real-life projects to deal with first, and then work on the new and improved DPWR can start
