I have searched the forum for information on the maintainers and haven't found any information. I would like to know who they where and what was their purpose, did they have access to all ages and where were the maintainer suits needed?

Nat's got it right. It's from an old Saturday Night Live "commercial" that made fun of the ridiculously long product disclaimers that started appearing in the early 90's. Totally off-topic, but the whole transcript of the skit is here.
